If you incur six points on your driver record during a period of 18 months, the annual assessment is $100. The minimum amount that you must pay each year is the annual assessment. The total assessment for the three years is $300. If you incur more than six points on your driver record during a period of 18 months, the annual assessment is $25 for each point more than the original six points. The minimum amount that you must pay each year is the annual assessment. The total assessment for the three years is $75 for each point more than the original six points.  You can reduce your driver violation point total and your insurance premiums, but completion of a
POINT REDUCTION COURSE does not change your driver responsibility assessment!

BEWARE, THIS SURCHARGE APPLIES TO OUT OF STATE DRIVERS ALSO.
Here is a email from an out state driver about the DRA:

"In June, I was charged with speeding in New York for going 12 miles per hour over the limit.  I pled guilty and paid the $180 ticket.  Now I have received a driver responsibility assessment demanding $300 for this same offense!  This is highway robbery.  I refuse to pay $480 for going 12 miles per hour over the speed limit on a highway.  I would rather pay $300 to you to fight this. I was not informed that pleading guilty could lead to a driver responsibility assessment, and I was not at any time informed of the number of points attached to my offense.  The demerit point rate in NY is vastly higher than that in Ontario, so I could not have foreseen this outcome. If I had known that a 12-mile-per-hour offense could result in a payment of $480, I would have fought the ticket.  I was unable to see the signs indicating the change in speed because of 3 transport trucks ahead of me. Is there anything I can now do about this matter, beyond never setting foot in New York State again?"  J.B., Ontario, Canada
