What I can help you with is Traffic tickets in the 5 Boros of New York, in the Traffic Violations Bureau.   Unfortunately, there is no plea bargaining in the TVB hearing offices.  Additionally, there is a lower standard of proof to get a conviction in Queens North TVB, Bronx TVB, Manhattan South and North TVB, Queens South TVB and Staten Island TVB.  The usual standard is beyond a reasonable doubt, but in the TVB, the standard is clear and convincing evidence, which makes it easier to gain a conviction.
